The plastic seal "cap" will be on it, however it is very brittle, does not provide an "air tight" seal and has definitely been removed for inspection before. If this is a concern for you, please move along and do not buy this filter. We have sold 8 of these, and only had 1 jackass that returned one, so I'm guessing they are A-okay for use, but again, if you are "that guy," who can't see the condition in the pictures, please do not buy.
