Claggett befriended Samuel Clemens (Mark Twain) when both were in Keokuk, Iowa. They were two of the earliest miners in Central Nevada (Unionville). Claggett was a lawyer, state representative, and member of the U. S. House of Representatives in Nevada, Oregon, Montana, Idaho and Washington. He is credited with starting the process to create Yellowstone National Park.
